Digital Dance are the name of the band, they were from Belgium, they opened for Joy Division. Please, please, please, please don't think they are minimal synth pop just because of their name. It's very misleading but I don't think they even used synthesizers at all. They are due to have a CD released on LTM records sometime soon. This is an unreleased song by them called "Sinking Tanker". This song is supposed to be on the CD, but I don't know if it will be the same version.
